9. Shinchis (Tobita/Matsushima Shinchi etc.)

Japan's fish tanks which skirts the rules by existing as restaurants. You walk the streets and browse the girls. When you have decided, go up to the auntie and ask if gaijin is ok. She might check with the girl and if all's ok, you go up the stairs and enjoy your 'snacks'. CBJ, FS and no kissing are standard for Tobita while BBBJ, FS and kissing are standard in Matsushima (again YMMV). Tobita girls are hotter but offer the same price as Matsushima but 10mins less, Google for the price list of the Shinchis, they are standardised for each. Matsushima has showers, Tobita no. Many of them should be ok with foreigners.
